Peter J. Hulsebos

Peter J. Hulsebos, born 1947, is senior policy adviser on crisis management at the Departmental Coordination Centre (DCC-V&W) within the Ministry of Transport, Public Works and Watermanagement, based in The Hague, Netherlands. His main responsibilities are inland and sea shipping, water quality and quantity, railroads and road transport, telecommunications and pipelines, air traffic and public transport. The DCC-V&W in general is responsible for the preparation of a crisis management framework for the mentioned Ministry (e.g. training, communications, operational support, process control).

Hulsebos graduated from a nautical college in Amsterdam and has ten years of nautical experience as a merchant marine officer. In 1979 he was employed by the Ministry of Transport, Public Works and Watermanagement as head of the subdivision for communications and electronic navigation systems.

During his career Peter J. Hulsebos attended serveral courses on crisis management, oil and chemical pollution combating, tanker safety and stress management. He joined the Netherlands Coast Guard in 1987 as watch commander and coordinated several operations in the fields of Search-And-Rescue (SAR), oil and chemical pollution of the Northsea.

In 1989 he was employed by the regional directorate Northern Holland of the State Waterboard within the Ministry of Transport, Public works and Watermanagement as head of the contingency department. In this position he was responsible for restructuring and implementing the department's crisis management organisation. Furthermore he served for six years as chairman of the National Working Group for Accidental Oil and Chemical Pollution (WOCB) in the Netherlands.
